Missing toolbar app Icons for guest users if apporder is activated but not whitelisted

I oberve the following BUG using Nextcloud 16.0.3 + AppOrder App 0.8.0 + Guests App 1.2.2:

If the AppOrder App is activated but not whitelisted for guest users, all toolbar app icons are invisible for guest users:

(IMO the icons exist since there are links on mouseover but the icons are not visible at all.)
