If an existing user has their own order of apps and a new app is installed and activated by the administrator, for users with their own order, the app is automatically added to the apps to be displayed.
It would be nice if this is changed so that the setting in the administrator menu (whether this app is selected or not) is applied to all users (until the app is activated by users individually for themselves).
