[FEATURE] Creation of ServiceEntry to all watched clusters by default

Is your feature request related to a problem? Please describe.
While the creation of Dependency CR is optional, we need to provide default behavior in order to make inter-cluster service communication feasible. This will enable service which needs to call to other services in another cluster without adding any configuration

ServiceEntry of service to be created in all watched clusters by default
