Describe the bug
Update the regex dependency version for compatibility with other libraries

Expected behavior
A clear and concise description of what you expected to happen.

Library version: Latest Guardrails v0.4.5
Current regex Version 2023.10.3
Update to a newer regex version of the 2024.x.y series

Additional context
I am planning to use Guardrails AI and LLM Guard - Protect AI in my application, but it is causing issues as llm-guard is on a newer version.

@zsimjee and @nichwch Let's test 2024.x for backwards compatibility with the limited features we're using. If it doesn't fail, we should widen the version range in the pyproject.toml to allow both 2023.x and 2024.x
