We don't have any content on managing cluster_networking_configs. This recently became a source of friction with the Web UI guide, since we needed to add instructions for setting web_idle_timeout in a guide that's otherwise intended for end users (GitHub discussion for context). Let's add documentation for cluster_networking_config so users know how to configure this resource and what it configures.

How will we know this is resolved?

• A user can read about the available fields in cluster_networking_config and what they configure.
• The discussion of specific cluster_networking_config fields in docs/pages/connect-your-client/web-ui.mdx is moved to the new cluster_networking_config content.
