Allow editor docks to span multiple columns

Sometimes the content in one panel is wider than than the content in another panel, but you want them next to each other.

You could set a panel to be as wide rather tan tall. This is best described by the mockup in the next field.

Currently when there is an empty panel in the corner, you can only orient the panels tall, like this:

It would be nice if you could tell the editor to occupy the space by expanding horizontally instead, like this:

notice that the empty panel (bottom left) is filled by the bottom panel, instead of the left panel.

If this enhancement will not be used often, can it be worked around with a few lines of script?

This isn't a showstopper, so there isn't really a workaround outside of scrolling more, and resizing panels more frequently.

This is a quality of life enhancement.

Is there a reason why this should be core and not an add-on in the asset library?

Because the dock is a core feature, and this would improve the general UI experience.

This could be implemented in conjunction with #10006

You could assign a tab to multiple panel positions (as long as those positions where orthogonal, and formed a filled rectangle), and it could expand into all selected positions. This would make for a very customizable and nice dock.
