Uploaded previously (exact version unknown): Geotrace%20and%20shape

Having dug a little big, I'm thinking the top one was created from an in-progress commit? If so, no problem, we can just close this. This is important because the fact that we fall back to filename for formid means spaces in it are common.

From @matthew-white: "If the upload happened after Frontend started encoding the filename but before pyxform-http was updated on the QA server" (getodk/central#196). The formids with literal %20 were created 2021/03/26, 2021/03/31 so the timing adds up. pyxform-http was only updated on the QA server mid-April but the Central change was updated late March.
