PyscalFactory.create_pyscal_list sorted the input data frame by SATNUM. It could be confusing for user when they have multiple row with same SATNUM (e.g. when user is using SCAL Recommendation input)

Print out warning when input dataframe for PyscalFactory.create_pyscal_list has duplicate SATNUM
