The EuiPopover component normally moves alongside its button when the browser viewport scrolls. However, if the button is inside a container with scroll, the popover stays in place.

Examples, how to reproduce.

It's easy to see in the DataGrid page of the Eui docs.

It can also be reproduced in the log stream UI in kibana
