[Bullet] Title position options

The horizontal title is not using space efficiently when displaying a single bullet

Describe the solution you'd like

Ideas:

• Allow the client to control where the title goes
• Ensure, when doing Small multiple for gauges/bullet graph #1235, that the horizontal option is available (as it will more efficiently use the space)

No known workarounds

Additional context

• this request is checked against already exist requests
• every related Kibana issue is listed under Kibana Cross Issues list
• kibana cross issue tag is associated to the issue if any kibana cross issue is present
