Documentation: Move the Existing Builds page to Read the Docs

Describe the Task

In the 20241002 METplus All Hands Meeting the team decided we would move the Existing Builds page from the website into Read The Docs.

Please put this information on the METplus Release Information page. Please make it section 2.1 where METplus Components Release Note Links currently is (and that section would become 2.2). But, I would also still like to have an existing_builds.rst file that would then show up at the described location on the METplus Release Information page.
