📜 Description

If the user has removed the cluster manually:-

1. We are trying to delete Helm Apps deployed through no gitops then its throwing an error of deadline exceeded.
   

👟 Reproduction steps

Delete a cluster manually which was added to devtron and try deleteing the helm application deployed through no Gitops applications.

👍 Expected behavior

Apps should get deleted from UI when we are deleting them.

👎 Actual Behavior

Application should get deleted from UI.
