Staking Implementation Tasks

The goal of this issue is to document a variety of smaller subtasks which folks can chew on. This list may be living (aka. we may edit this top message). Lastly, communicate with me as you desire to work on various things.

1. Initial Merge

• use left padded strings for the validator substore
• fix the keeper tests for which test the validator ordering from the keeper
• make the handler independent of the keeper

Yeah this should be broken out into separate issues - I can take responsibilities for this, will do this post-unbonding merge
