Looks like we need to add our own copy of NumPy 1.10.x too. This is a mixture of the fact that we build things with 1.10.x and some really weird bugs that start to occur when mixing BLASes (another reason not to do this). See this comment for an example of where mixing BLASes is a serious problem.
