Design: Update Icons to ensure consistent visual size across icons

Across SDS icons there are inconsistency among icons of the same size (e.g., size xs chevron appears larger than size xs xmark)

• Adjust icons to bring more consistency among icons of the same size
• Create separate SVGs for each icon size as opposed to using the scaled versions for xs/s and l/xl
