Vertical tabs bar area persists with no icons on video fullscreen if Brave is fullscreen (MacOS)

Description

With vertical tabs enabled, after making a video fullscreen, the vertical tabs bar area remains, limiting the size of the video in fullscreen. Tested on Youtube, Rumble, and Odysee. Running Apple M1 MacOS Ventura 13.4.

Steps to Reproduce

1. Install Brave.
2. Enable vertical tabs.
3. Fullscreen Brave window.
4. Vertical tabs can be expanded or minimized (happens in both cases)
5. Play a video on Youtube, Rumble, or Odysee.
6. Make the video fullscreen.

Should not see vertical tabs bar at all, fullscreen should max out available screen.
