Webcam is detected correctly by Brave but only a black picture is displayed. Tried several sites and multiple devices. (Windows and Android)

Description

Instead of the regular picture provided by the webcam only a black screen is displayed. The webcam is detected correctly, and permissions for access are granted. It doesnt work neither on Windows nor on Android.

Steps to Reproduce

1. e.g. open Brave Talk on Brave for Windows or Android
2. start free call and allow camera access

the same on whatsapp web and other sites, it doesnt work at all.

Actual result:

Black picture/ screen is displayed instead of the picture recorded by the webcam.

Expected result:

content recorded by the webcam should be displayed correctly.

Reproduces how often:

Several times on different sites with multiple devices (PC, Laptop, Smartphone with Android 12, latest patches)

• Does the issue resolve itself when disabling Brave Shields?

• No

• Does the issue resolve itself when disabling Brave Rewards?

• Rewards are always disabled

• Is the issue reproducible on the latest version of Chrome?

• Works fine on Edge

Can somebody acknowledge this issue? It's come up again for me and its the exact same situation, and I'm using a new version that I just updated to this morning.

Also got this issue in the last few weeks - websites and Brave see the camera I have and can activate it (LED on it lights up), but no image is provided (despite LED being on till I leave the site which is trying to use it).

Everything works fine in MS Edge 126.0.2592.102
