Tor private window is not fully initialized until Tor has connected

Description

The bottom part of a private window with Tor is not fully initialized (loaded) before Tor has connected. That leads to truncation of text that could be useful for troubleshooting Tor connectivity issues.

Steps to Reproduce

1. Enable Private window with Tor via brave://settings/extensions.
2. Open New private window with Tor from the hamburger menu.
3. Pay attention to the bottom part of the window while Tor is connecting.

Expected result:

Fully initialized window at all times.
