removing chrome branding from Win 8 "Welcome Page" before launch

Description

We need to remove the Chrome branding from the Welcome page under Win 8.1. This only affects Win 8.1 as it's the only Win OS that has the Welcome screen before brave is launched.

Steps to Reproduce

1. install either 0.55.6 Chromium: 70.0.3538.16 (Official Build) dev or 0.55.10 Chromium: 70.0.3538.22 (Official Build) beta.
2. once installed, before brave auto launches, you'll notice the Welcome screen with the Chrome branding at the bottom

Should remove the Chrome icon and either replace it with a Brave icon or just remove it all together.

Reproduces how often:

100% reproducible on both dev and beta builds using the above STR.
