Runtime CRD inconsistent with CRD

Describe the bug

The runtime template in v2 branch is inconsistent with its CRD.

In this case, I found a bug specifically in the tracingConfig section.

The template has:
tracingConfig.enable
while the CRD has:
tracingConfig.disable

This was causing the bootstrapping of SCv2 to fail.

To reproduce

1. Try to disable the tracing element from the SeldonRuntime
2. It won't be disabled

Expected behaviour

Tracing should be disabled.
