+Created ice_state_diags type

  Created ice_state_diags type and register_ice_state_diagnostics in preparation
for moving the ice state and surface diagnostics out of the SIS_dyn_trans
module.  All answers are bitwise identical, but the order of entries in the
SIS_available_diags files have changed.
