Call redistribute_data in SIS_types routines

  Replaced calls to mpp_redistribute with calls to redistribute_data from the
new SIS_framework module in 5 routines that communicate between the fast and
slow ice components, and use the restart and domain2D types from the
SIS_framework module.  All answers are bitwise identical.
