+Created new module SIS_ice_diags

  Created a new module for the sea-ice diagnostics, including a new public type
and relocating the three routines register_ice_state_diagnostics,
post_ocean_sfc_diagnostics and post_ice_state_diagnostics from the SIS_dyn_trans
module.  All answers are bitwise identical, but the SIS_paramter_doc files
change with the addition of a log_version call for this new module.
