Find solution for illegible vector glyphs in panel_13

The smallest vectors in the panel_13 example (#131) are hard to read due to the automatic scaling done by matplotlib. Using a different glyph to represent values less than 5 m/s while still making the direction of wind discernible was recommended as an enhancement for later.
