Need to split Sfcprop%stc for fractional landmask #437

Currently Sfcprop%stc is used for subsurface temperature by both land model and sice. For fractional landmask, separate arrays are needed to store internal temperature for ice and land, because they can co-exist. Ice and land model need to access information during integration. Therefore, a new array must be created. @climbfuji @SMoorthi-emc @benwgreen
