DOI GUI "Create DOI" does not process DOI metadata when duplicate title(s)

🐛 Describe the bug

Submitted 2 products having unique LIDVID but duplicate values in <title>
S/w generates Error: DOI submission request to DataCite service failed, reason: 404 Client Error: Not Found for url: https://api.test.datacite.org/dois Details: ('{"errors":[{"status":"404","title":"The resource you are looking for ' 'doesn't exist."}]}')

Steps to reproduce the behavior:

1. Create DOI
2. upload XLS
4. See error

🕵️ Expected behavior

Expected WARNING or use of "-f" to force s/w to mint DOI even with duplicate <title>
