Make it clear to user about data transfer, available storage and their plan when transfer fails #1352

Currently, we do not properly display the problems to users when they hit their storage quota. I suggest to have a dialogue displaying:

1- The changes they are trying to upload (in MB for example)
2- Their current available storage
3- Their plan
4- What to do (link to upgrade plan)
