* Adding kuadrant's auth/rl policies * Modifying target shared resources * Adding cert manager
* Config directory
* Were needed before to deploy kuadrant-controller
* Bumping go version to 1.18 * Fixing dependencies for istio, apimachinery and authorino
* The (Kuadrant) controller will take care of configuring these settings

This PR merges the API from the source kuadrant-controller and the helper code needed from pkg/common/. To make it happen, first it's needed to upgrade go dependencies and refactor the code using Logr and Istio
