JEDI has troubles handling CO2

For now, I will take back the change I made in passing CO2 from the background of GEOS to JEDI/UFO. I cannot get that to work properly in JEDI.

I tried applying the scaling that GSI has in CO2 in the JEDI Model2GeoVals - but that does not work; it seems almost like anything other than the wire value causes JEDI to produce a garbage increment.

Until this is properly understood and fixed, we cannot run JEDI w/ the background-CO2.
